Allen was pictured with Rep. Bob Hagan, who in 2000 was a state senator. Former state senator Hagan was key in helping Allen get two of three amendments in the mining reform legislation of 2000. Those amendments required the Ohio Division of Natural Resources (ODNR) to put mining/quarry permit applications in local newspapers, not just post them on their website, and to hold public hearings like other state regulatory agencies prior to permits being granted.
Allen could not get set-back requirements improved, as a mine or quarry can still come within 50 feet of a property line.
Allen had helped 11 communities around Ohio and four out-of-state with mine/quarry concerns. Because of this, she received the 2002 Ohio Environmental Council's State Citizen's Environmental Watch Dog Award.
